State Representative, District 139
Charlene Ward Johnson
Democrat
Qualifications
What training, experience, and characteristics qualify you for this position?
I bring over 30 years of corporate leadership and community service experience. As a former Houston Community College Trustee and the current incumbent, I have a deep understanding and experience with policymaking, budgeting, government processes, and the laws that shape our communities. My professional background has strengthened my skills in leadership, problem‑solving, and advocacy. I’ve managed complex responsibilities, worked with diverse groups, and consistently focused on listening, collaboration, and delivering effective solutions — all essential qualities for representing constituents well. My communication skills, empathy, integrity, and accountability reflect the standards I believe every legislator should uphold.
Healthcare
Texas has the highest uninsured rate in the nation. What steps would you take as a state representative to ensure access to affordable healthcare, including mental health services, for residents who are currently uninsured or underserved in your district?
I would advocate for expanding mobile crisis teams, strengthening partnerships with mental health organizations. I would advocate for more preventive care education. Preventive care reduces long term costs & improves health outcomes. I would support programs that bring screenings, vaccinations, and health education directly into neighborhoods. I would work with schools, state agencies and local nonprofits to strengthen wraparound services that help families stay healthy and reduce avoidable emergency room visits. Partnerships with local organizations allow us to expand services, share resources, & respond quickly to emerging needs. I will host resource fairs that bring together medical providers, mental health professionals, & nonprofits.
Education
What measures would you support to ensure adequate state funding for public schools and accountability for taxpayer funds used in voucher or education savings account programs?
I will fight for full, stable funding for public schools by fighting to raise the basic allotment, updating outdated formulas, and ensuring districts receive the resources they need every year. I oppose diverting public dollars without strict accountability. Any voucher or ESA program must require full transparency, financial audits, academic reporting, and strong anti‑fraud safeguards. Taxpayer money must be protected, and public schools must remain the state’s top funding priority.
Issues
What are the two most pressing issues unique to your district, and what specific, measurable actions would you take to address them during your term?
In addition to higher prices on housing, food, gas, medicine and utilities, two urgent issues are infrastructure & education/workforce development. I would push for infrastructure improvements by securing funds for road repairs, drainage upgrades, soil & groundwater testing, and cleaner air & water, tracking progress through status reports & reduced resident complaints. I support bills to reduce Precription medicine and housing costs. For education & workforce development, I would expand career ready and reentry programs, increase partnerships with local employers, unions, colleges and universities and measure success through higher certifications, graduation rates and job placements for students and adults to get higher paying jobs.
