State Representative, District 144
David Flores
Republican
Qualifications
What training, experience, and characteristics qualify you for this position?
I’ve operated a business for many years, worked with employees and customers, managed budgets, solved problems under pressure, and learned that decisions have real consequences. I’ve also been involved in community service, nonprofit work, and public affairs because I believe citizens have a responsibility to participate in their communities. I bring real-world experience rather than simply a political résumé. I understand what it means to be accountable for results and to make difficult decisions when necessary. Most importantly, I don’t view public office as a career or a title. I view it as a responsibility. I believe government needs leaders who will listen to citizens, stand by their principles, manage taxpayer resources responsibly.
Healthcare
Texas has the highest uninsured rate in the nation. What steps would you take as a state representative to ensure access to affordable healthcare, including mental health services, for residents who are currently uninsured or underserved in your district?
Texas has a responsibility to ensure citizens can access quality, affordable healthcare, but I don’t believe the answer is government-run healthcare. As a state representative, I would work to increase competition, expand affordable insurance options, reduce unnecessary regulations, and improve price transparency. I would support telemedicine, community health clinics, and partnerships with nonprofits and faith-based organizations serving underserved families. Mental health also deserves greater attention, including access to counseling and treatment for children, veterans, and those struggling with addiction. Texans don’t have to choose between healthcare and putting food on the table.
Education
What measures would you support to ensure adequate state funding for public schools and accountability for taxpayer funds used in voucher or education savings account programs?
I support strong public schools and believe every taxpayer dollar dedicated to education should be spent responsibly and transparently. We should provide adequate funding for public schools while holding districts accountable for student outcomes and responsible financial management. I also support parental choice, including education savings accounts, because parents should have options when the assigned school isn’t meeting their child’s needs. Any program receiving taxpayer funds should have clear eligibility requirements, financial safeguards, regular audits, and strong reporting requirements. We must protect taxpayers from waste and fraud while ensuring families have meaningful educational choices.
Issues
What are the two most pressing issues unique to your district, and what specific, measurable actions would you take to address them during your term?
The two most pressing issues in HD 144 are property taxes and public safety. First, I would fight to lower the property-tax burden on working families, seniors, and small businesses by supporting meaningful tax relief, controlling government spending, and demanding greater accountability for taxpayer dollars. Second, our families deserve safe neighborhoods. I would support fully funding and equipping law enforcement, strengthening penalties for violent and repeat offenders, and improving cooperation between local, county, and state agencies. I would also work to ensure our communities have the resources needed to combat crime before it reaches our neighborhoods.
