Qualifications
What training, experience, and characteristics qualify you for this position?
UT Law-JD-1988. UTSA-BA-Poli Sci-1985 I have been a judge in Texas for over 30 years, serving on every level of Texas trial courts. I am currently serving on my 8th year at the 3rd Ct of Appeals.
Ethics
How will you ensure your rulings remain impartial and free from both political pressure and the interests of your campaign donors?
By following the rule of law, since it is the bedrock of our democracy. It ensures we are governed by established legal rules rather than the mandates of the powerful. Judicial independence is paramount and as judges we must remain independent from special interests, donors and political pressure. Over my 30 years of service as a judge, I have developed a reputation for treating everyone fairly.
Equity
What barriers prevent Texans from accessing the court system, and what can courts do to reduce those barriers?
Lack of resources is the biggest barrier to access to justice. The courts should insure that the state has robust legal aid programs, especially in areas where there is the most need in indigent populations like housing, collections, and family law. However, access to justice should mean more than just opening the door to the courthouse, it should also be that justice is done once you are there.
Issues
What do you see as the most pressing challenge facing the courts today, and how would you propose addressing it?
Independence and legitimacy of the judiciary. It used to be that people believed in 3 separate but equal branches of the government with checks and balances between them. More now, the judiciary is and is perceived to be an extension of the other 2 branches, like a rubber stamp. We must do better at reclaiming our independence and worry less about keeping our jobs by placating political pressure.
Philosophy
What qualities are most critical for a judge to possess for fair administration of justice?
Fairness, impartiality, and independence. A judge’s role is to apply the law fairly and equally. Justice should not be sold to the highest bidder and judges should not be beholden to political parties or donors. All people and entities, including the government, should be held accountable under the rule of law. Laws should be publicly promulgated, equally enforced, and independently adjudicated.
