Qualifications
What training, experience, and characteristics qualify you for this position?
I have served as Judge of two District Courts and am completing my 14th year as a Justice on the 14th Court of Appeals. I have always been regarded as impartial and dedicated to the rule of law.
Ethics
How will you ensure your rulings remain impartial and free from both political pressure and the interests of your campaign donors?
I have always decided cases without fear or favor. Our judicial system only works when judges decide cases based on the facts, the law, and nothing else. I have done that throughout my career and have received overwhelmingly positive feedback from both lawyers and the community.
Equity
What barriers prevent Texans from accessing the court system, and what can courts do to reduce those barriers?
I served two terms on the Texas Access to Justice Commission, which provides resources for those who cannot easily access the courts. When I was a Local Administrative Judge, we initiated several programs to ensure that citizens could access and understand the court system. I am glad to say technology has helped this situation tremendously across the state.
Precedent
: What factors should the Court of Appeals consider when deciding whether to change a past court ruling?
The doctrine of Stare Decisis, i.e., following prior precedent, is the foundation of the American legal system. It ensures that the common law evolves slowly and consistently. But the law must evolve. Judges must take into account statutory changes and other factors that necessitate an evolution in the common law.
Philosophy
What is your judicial philosophy?
I believe that each case merits the full attention of the Court. Large or small, that particular case is the most important case to those parties. I also believe that cases should be judged exclusively on the facts and the law. Judges must be free from outside influence. I am proud to adhere strictly to these tenets every day of my judicial service.
