State Representative, District 144
Mary Ann Perez
Democrat
Qualifications
What training, experience, and characteristics qualify you for this position?
I have more than 12 years of experience in the Texas House of Representatives, along with deep roots in the community I represent. I put myself through college, built and ran a successful business for more than 20 years, raised my two sons, and spent 17 years volunteering in public schools and serving in civic organizations. Before serving as a State Representative, I was the Chairwoman of the Houston City College Board of Trustees. As a legislator and Vice Chair of the House Committee on Transportation, I understand the needs of our families, small businesses, and the Port and industrial communities that drive our economy. I understand how to navigate the legislative process and have a proven record of delivering results.
Healthcare
Texas has the highest uninsured rate in the nation. What steps would you take as a state representative to ensure access to affordable healthcare, including mental health services, for residents who are currently uninsured or underserved in your district?
The most important issues in healthcare are access and affordability. I support expanding Medicaid and closing the coverage gap for low-income working adults and families who earn too much to qualify for Medicaid but cannot afford private insurance. I support investing in primary care, mental health services, women’s healthcare, and incentives to recruit and retain healthcare professionals in underserved areas. Texas needs to focus on lowering out-of-pocket costs by increasing price transparency and addressing surprise medical billing. Improving healthcare is not one-size-fits-all, it requires collaboration on solutions that put patients first, respect taxpayer dollars, and ensure every Texan has access to affordable, high-quality care.
Education
What measures would you support to ensure adequate state funding for public schools and accountability for taxpayer funds used in voucher or education savings account programs?
I support ensuring public schools receive adequate and reliable state funding so every student has access to a high-quality education, regardless of ZIP code. Funding should account for student needs and inflation, while protecting essential services such as special education, transportation, and school safety. Any voucher or education savings account program using taxpayer dollars should have strong transparency and accountability requirements. Taxpayers deserve to know how their money is being spent, and public schools should remain a priority.
Issues
What are the two most pressing issues unique to your district, and what specific, measurable actions would you take to address them during your term?
Consumer protection is a priority. During the 86th, 87th, 88th, and 89th Sessions, I championed legislation to address card skimming at gas pumps and financial fraud. HB 2106 (87R) established the Financial Crimes Intelligence Center, which helps coordinate law enforcement efforts to better combat organized financial crimes. I am committed to further strengthening our efforts to safeguard Texans. Transportation safety and infrastructure improvement are priorities. Strong infrastructure is essential to economic growth, public safety, and quality of life. Specific to HD 144, I focus on balancing motorist safety with transportation initiatives that improve access around the Port and support our region’s role as a key economic engine for Texas.
