Shannon B. Baldwin
I have presided as Judge of Harris County Criminal Court at Law #4 for 7 years. I am completing my second term and seeking re-election for a third term. As a servant leader, I have presided over additional specialty courts like Sober and Veterans Court. As an accomplished jurist, I have served as the Local Administrative Judge for all 20 Criminal and Civil County Courts and served as Presiding Judge for all 16 County Criminal Courts.
I am licensed to practice law in Texas and Georgia. Before becoming a judge, I practiced law for over 22 years as a prosecutor and criminal defense attorney. I litigated complex felony and misdemeanor cases with extensive first-chair experience in jury trials up to Capital Murder.
1. Effective case management:
Due to budgetary constraints and a 10-court deficit, my goal is to continue identifying best practices in case management to ensure efficient justice. I'm committed to streamlining operations and maximizing productivity without compromising safety or the integrity of the law.
2. Decreasing recidivism through restorative justice:
I will continue to seek and address root-causes with restorative justice efforts like specialty courts (SOBER/Veterans), domestic violence, misdemeanor mental health and youthful offender courts. I will continue increasing our efforts in our Community Court like our Fresh Start program (self-funded sealing criminal records).
