Pernell Davis
I currently serve as Deputy Chief of Staff in the Harris County Commissioner Precinct 2 Office, where I help lead an organization of more than 400 employees and manage complex operations, multimillion dollar budgets, and cross departmental initiatives. In this role, I have developed a practical, working understanding of how Harris County government functions, how departments coordinate, how budgets are executed, and how operational decisions translate into real outcomes for residents. The Harris County District Clerk’s Office is one of the largest and most operationally complex administrative offices in county government. My career has been defined by managing complex public systems, large budgets, and diverse teams in Harris County.
I will make targeted changes to improve how the Office serves the public, attorneys, and the courts: Improve online access to court records and case information, expanding transparency and making it easier for users to track filings, deadlines, and case status. Strengthen and modernize the jury process –– jury service is one of the most direct ways residents interact with our justice system, and it should be efficient, respectful, and transparent. Enhance the passport acceptance program by improving appointment availability, customer service standards, and operational efficiency. And standardize customer service expectations, invest in staff training, and strengthen coordination with judges, court staff, and county partners.
